Officers on administrative leave after arresting man who died in police custody


MILFORD, Conn. (WTNH) – Four Milford police officers and their supervisor are on administrative leave after a man they arrested died in police custody last week.

According to Milford Police Union leaders, the officers are all in the Union’s good standing and are cooperating with the Inspector General’s investigation, as well as an internal one.

52-year-old Michael Brown experienced what officials have called a “medical event” after being taken into custody the morning of June 5 in the parking lot of the Big Y on Boston Post Road in Milford. Emergency medical services said they administered Narcan, a medication commonly used to treat opioid overdoses.

Brown was taken to Milford Hospital, where he later died, according to police. Following protocol, the death is now being investigated by the Connecticut Inspector General’s Office.

His cause and matter of death have not yet been determined by the Office of the Chief Medical Examiner.

“All of the officers and supervisors involved in this case are hard working professionals who took an oath to protect the people of Milford. While doing their duty, unfortunately, Mr. Brown passed away,” Union leadership said in a statement Thursday.

They said the officers are saddened by Brown’s passing and the Union expressed “sincere condolences to the family and loved ones of Mr. Brown.”

Over the last week, the Office of the Inspector General has released body worn camera footage showing when Brown was approached outside Big Y while officers were investigating a report of shoplifting. Brown was wanted on eight outstanding arrest warrants for shoplifting at the time.

The footage continues as a struggle ensues between Brown and officers as he enters his car and refuses to exit, despite multiple orders by officers.

The Inspector General’s office said Brown ignored directions from police.

In the recording, the officers are seen pulling Brown out of the vehicle as you hear him protest, frequently saying his leg is broken and asking officers to stop. The Inspector General’s office said Brown complained of shortness of breath and leg pain.
